What is the U.S. Environmental Protection Agency’s (EPA) Emerging Pathogen Policy?

This information is specific to disinfectants that are expected to be effective against the Wuhan Novel Corona Virus 2019-nCOV(COVID-19)in accordance with the EPA Emerging Pathogen Policy.

Sometimes pathogens not previously known to impact human health are identified. Examples include the EBOLA virus, SARS, H1N1, and others.


When a new pathogen emerges and is identified, there will not be any disinfectants that have been tested for efficacy against the newly identified pathogen. To provide guidance on which disinfectants are likely to be effective, the EPA will issue policy guidance on the use of disinfectants that are known to be effective on more difficult to kill pathogens. The reasoning is that if a disinfectant is proven effective on more difficult to kill pathogens, it would be effective on the emerging pathogen of concern.

What is the Criteria for disinfectants to be effective against the Wuhan Corona Virus 2019-nCOV (COVID-19)

Disinfectants that comply with the EPA Emerging Pathogen Policy must have specific efficacy claims depending on whether the emerging virus is one of the following:

  1. an enveloped virus
  2. a large non-enveloped virus
  3. a small non-enveloped virus
